Motivation: I want to use SSE-C in S3

Adds SSE-C support to the decomposeds3 and legacy s3ng storage drivers through an optional s3.sse_c_key setting alongside the bucket configuration.

The key must be base64-encoded, decode to exactly 32 bytes, and use an HTTPS endpoint. Both upload paths, multipart uploads, downloads and metadata reads use MinIO’s encryption options. Empty keys preserve existing behavior; invalid configuration fails before S3 requests without exposing key material.

Includes configuration documentation and key-retention guidance. Existing-object migration and key rotation are outside this change.

Tested against local MinIO with opencloud-eu/opencloud#3829

Feature Requests: opencloud-eu/opencloud#632

we are planning to replace the s3ng code with decomposes3 ... see opencloud-eu/opencloud#3819

the idea was to have a verbatim copy of the code, so don't bother changing s3ng
